1. JAPAN Every class has its own fixed classroom where its students take all the courses, except for practical trainings and laboratory work. During elementary education, in most cases, one teacher teaches all the subjects in each class. At public elementary and junior high school, school lunch (kyuushoku) is provided on a standardized menu, and it is eaten in the classroom. Nearly all junior high schools require their students to wear a school uniform (seifuku). A big difference between the Japanese school system and the American School system is that Americans respect individuality while the Japanese control the individual by observing group rules. This helps to explain the Japanese characteristic of group behavior. 2. BHUTAN The usual school day in Bhutan varies based on the population of the school and whether it is a boarding school or not. Typically, boarding school teachers will have additional duties such as overseeing meals, dorm life and evening study. The school day begins at 8:00 am with the overseeing of â€Å"Social work† which is a time for the students to clean the school and campus grounds. Morning assembly follows at about 8:30 am which consists of Morning Prayer, songs, speeches by students and announcements. First period begins at roughly 9:00 am. There are about seven to eight classes throughout the day, with a break for lunch. After classes each day there are various activities such as club meetings, sports and evening studies. Every classroom has two captains, one male one female, each house has two captains as well, there is a meals captain, sports captain, overall captain, and who knows how many other captains. These students take care of attendance, not just for class but for all scheduled program during the day, they organize many weekend activities, and they take care of all of the details of the school. The teachers teach, attend and oversee many of the activities, but the details are taken care of by the captains. Bhutanese culture is such that these students do get a lot of respect and response from the student body. 3. THAILAND Thai culture helps contribute to some intriguing differences. These range from simple things such as shoes not being allowed to be worn in the school buildings to the annual Wai Kru Ceremony where all of the students bow down low in obeisance towards their teachers. They also have quiet hour. Quiet hour is when they sit with their eyes closed facing a statue of Buddha. 4. AUSTRIA In Austria the relationship between students and teachers is quite laid back. The students address their teachers by their first name and they are not required to stand up when a teacher enters the room. 5. ITALY One interesting and very successful aspect of Italian schools is how the entire system works to promote social unity among the students. In public high schools, each class – by law – has two elected representatives, to protect the students’ interests within the institution. Each class may use two class periods per month for a class meeting in which to discuss class business, unencumbered by the presence of teachers. The representatives refer any complaints, troubles, or suggestions to their teacher committee or, if they think they won’t get a fair hearing from their teachers, to the principal. Class representatives meet regularly with their class’ teacher committee, and once each semester there’s an assembly of all class representatives in the school, headed by a pair of â€Å"institutional† representatives elected by the entire student body. Class representatives also attend the biannual parent-teacher meetings. This gives students some direct and useful experience with leadership, representative government, and bureaucracy. The elected leaders learn to deal with authority (we hope in a constructive manner). Class government helps to unite the class: they must act together to find solutions to problems, and elect leaders who can carry through those solutions effectively. 6. FINLAND Students address teachers by their Christian names, do not wear uniforms, and are encouraged to relax in their surroundings. Finnish schools don’t assign homework, because it is assumed that mastery is attained in the classroom.

The Problem with the American Health Care System

The American health care system is under duress. Some people praise the US medical system because of the availability of state-of -the-art treatments while some criticize because of the many loopholes of the system and problems with insurance. Because of loopholes in the insurance system and the high price of getting medical treatment in the country, many ordinary American folk do not get basic health while only the high-income earners can handle high medical costs.Despite of the existence of government health insurance, American citizens still feel the need to buy insurance from public firms since the government insurance system does not cover much of the medical needs of the people. Before analyzing the American health care system, it is first important to have a clear view of the system and the problems with it. The American health care system is made up of both public and private insurers but the unique part of this system is that the private sector remains dominant over the publ ic sector.Statistics indicate that 62 percent of non-elderly Americans receive insurance receive from their employers in the private sector while 5 percent purchased their own insurance from private insurance companies. A small 15 percent rely on government insurance systems such as Medicare and Medicaid. Those who do not have any form of insurance account for 15 percent of the total. Public Health Insurance is mainly provided by Medicare and Medicaid (Chua, 2006). Medicare covers people at age 65 and above including some disabled people.It is a government single-payer program which is funded by tax collections, a payroll tax and paid premiums. It is funded together by the federal and state government. Medicare covers hospital services, physician services, and medical drug benefits but over the years, weaknesses have been spotted in this insurance system such as it includes an incomplete coverage for nursing facilities as well as an insufficient preventive care coverage. It also doe s not provide for dental, hearing and vision health care.Because of the lack of services, the elderly folk that avail of Medicare are forced to get insurance plans from private companies, and thus, many of the old folk spend 22 percent of their income for providing their personal health care needs not covered by government health insurance (Chua, 2006). Medicaid on the other hand is an insurance program specifically provided for the disabled and for low income earners. It is stated under federal law that states must provide medical care to the very poor pregnant women, children, elderly, disabled, and parents.Adults that have no children receive no coverage from Medicaid as well as poor people that have a higher income that make them unqualified for Medicaid benefits but states have the freedom to alter eligibility levels. Just like Medicare, Medicaid receives funding from taxes. Medicaid has many good benefits but many of those who have availed of this insurance program find it dif ficult to look for health care providers that accept Medicaid because of a rather low reimbursement rate (Chua, 2006).According to the data from the Organisation for Economic Co-operation and Development (OECD), the US spends the highest on health care among the member countries in the OECD. In 2003, US health care costs accounted for 15 percent of the country's GDP while the average for all OECD countries only figured at 8. 6 percent. Among all OECD countries, the US also incurs the most spending on health care per capita with $5,635 which is more than double the OECD average of $2,307. From 1999 to 2003, per capita spending on health care increases by an average of 4.6 percent every year which is at par with the OECD average of 4. 5 percent per year. In most countries from the OECD, health care funding is usually provided by the government except for the US, Mexico, and Korea in which the private sector dominate the health care industry. Only 44 percent of health care spending is provided by the government in the US setting while the average government funding for health care in the OECD is at 72 percent. The US also has the highest health spending from private institutions at 37 percent.The US also lags behind on physician per population averages, nurse per population averages and hospital beds per population averages (Chua, 2006). These comparative data shows that the US has indeed been putting much budget into health but despite of this, the US has been performing poorly in providing the health care needs of its people. This may be traced from higher costs of health care since private institutions are more focused on profit. As of 2004, government pending on health care rose to 16 percent, in comparison, this is more of what is being spent on food.The rising costs of medical treatment stems from new medical technology. This results in a division of the population that may be referred to as â€Å"insiders† and â€Å"outsiders†. Insiders are t hose that have good insurance while outsiders are those that have little or no insurance. The insiders receive the best medical treatment regardless of the cost while the outsiders receive very little treatment that they should have been accorded. To quantify, one study indicated that those people with no insurance have a 70 percent more likelihood to die from colorectal cancer within a time span of three years (Krugman and Wells, 2006).The only way advanced medical technology can be provided to all people and not only to the financially capable is through health insurance but it would be difficult for private insurance companies to provide such a need because of the problem of adverse selection. Hence, healthy people would have to pay less premiums for insurance since they are not likely to accumulate large medical spending while those unhealthy people that are expected to accumulate large spending on medical treatment and hospital bills will have to pay higher premiums (Krugman an d Wells, 2006).The insurance company would quickly find that because its clientele was tilted toward those with high medical costs, its actual costs per customer were much higher than those of the average member of the population. So it would have to raise premiums to cover those higher costs. However, this would disproportionately drive off its healthier customers, leaving it with an even less healthy customer base, requiring a further rise in premiums, and so on. Krugman and Wells, 2006Insurance companies have learned how to deal with this problem using risk assessment with the aid of a careful screening process. This results in rejecting or charging more premiums for applicants that are more likely to incur higher treatment costs. This practice bars many of those who are greatly in need of insurance from getting one. If ever a person is allowed to get an insurance despite of the conditions, the premiums would be very high (Krugman and Wells, 2006). Insurance is important for heal th care since it will affect the health of people.With the presence of insurance, the people will have a better grasp of preventive care. A study by The Urban Institute indicated that about 50 percent of children that did not have any health insurance did not have a medical checkup in 2003, whereas only 26 percent of insured children did not have a checkup (National Coalition on Health Care, 2008). This shows that people are most likely to pursue early medical treatment in the presence of an insurance policy. People who are uninsured also pay before receiving any medical treatment except during emergencies.If they are unable to pay, they will be denied medical treatment. In the presence of insurance, a person will not be denied medical treatment because the insurance will readily pay for it (National Coalition on Health Care, 2008). Instead of eliminating expenses, lack of insurance policies only results in more spending for the government since the governments pays for the health e xpenses of those people who are unable to pay for the medical treatment they received in the absence of a health insurance.Also, data indicates that hospital accumulate $34 billion of unpaid health care every year while $37 billion is paid by private and public payers for the uninsured while $26 is paid from out-of-pocket for the people who did not avail of any insurance policy for some reason (National Coalition on Health Care, 2008). The number of uninsured people is steadily increasing due to the complexities involved in getting insurance but the highest driving factor is the high premiums. Job instability and other changes such divorce, retirement, self-employment, etc.are also reasons why people do not avail of insurance (National Coalition on Health Care, 2008). Addressing health care is very important for any country especially for a developed nation that has a high population like the US. The presidential candidates both have proposed health care policies as a part of their agenda. These policies may be viewed from their websites and they both put addressing insurance problems the top health care issues as well reducing the cost of basic health services.The reason why health care is too costly in the US may partly be because doctors are more highly paid but a better reason would be because much of health care payments are done by private insurance institutions. This results in more expenses since people pay more premiums just to get the better benefits of a private insurance system and since these private institutions are business entities, premiums are higher for higher risks of expensive medical treatment. For the government, profit would never be an issue.What the two presidential candidates, Barrack Obama and Hillary Clinton are proposing just might work. They are proposing a new health care insurance system that promises affordable premiums and good benefits under the government. If implemented properly and with scrutiny, these plans might be a wa y to uplift the country's health care system since it promises more coverage while providing friendlier premiums. Shifting from government insurance that provides good benefits would be the ultimate answer to the rising costs of medical treatment.It is notable more and more people are getting medical aid from Medicare or Medicaid but this does not stop people from getting another health insurance at a private institution since government funded insurance does not provide all the medical needs of the people. The government should provide insurance policies that are will provide for most or all of the medical needs of the people at friendly-priced premiums. This way, the health care system will improve. History of the U.S. Income Tax Essay

The income tax of the United States of America, be it federal, state and local, has changed over time. Different circumstances pushed the government to create taxation and to amend the existing taxation laws. During the pre-Revolutionary War era in the 1700s, taxes were not imposed by the colonial government as their need for tax revenue did not exist. The colonies, on the other hand, had greater responsibilities therefore, had greater need for tax revenue. Because of this, different types of taxes were imposed by the colonies. The southern colonies imposed taxes on imports and exports while the middle colonies imposed taxes on property and a poll tax on each adult male. The New England colonies, on the other hand, collected taxes through property taxes, income taxes and excise taxes. When the English Parliament realized the need for money to pay for the French war, it imposed different taxes to the American colonies through the Stamp Act which was enacted in 1765. Later on, this Stamp Act was revised to include taxes for permits, newspapers, legal documents and playing cards. The Townsend Act was later on enacted by the Parliament to include taxes for paint, tea and paper . After a decade of paying taxes, there was much resistance to the tax imposed by the Parliament. During the Boston Tea Party in 1773, colonists, dressed as Native Americans, threw 342 chests of tea from a ship of the British East India Company to the Boston Harbor. In 1775, Isaac Backus during the Massachusetts Assembly said that â€Å"It’s not all America now appealing to Heaven against injustice of being taxed†¦We are persuaded that an entire freedom from being taxed by civil rulers†¦is not mere favor from any men in the world but a right and property granted us by God, who commands us to stand fast in it† . Taxation is considered as one of the factors that led to American War for Independence hence, when America gained its Independence, Article 1, Section 9, Article 4 of the U. S. Constitution in 1787 declared that there be no capitation or any direct taxes imposed on the citizens. The national government had very little responsibilities during these times and relied only on donations given by the States for its revenue. However, in 1789, the Founding Fathers realized that it could not function at its efficiency if it relied only on other governments’ donations hence the Federal Government was granted the authority to impose taxes. The sensitivity to taxation was still existing at this point in time hence the government has to be careful on how it impose taxes so as to minimize resistance from its people. Alexander Hamilton, Secretary of the Treasury in the 1790s, decided that a â€Å"sin tax† was imposed . Through the â€Å"sin tax†, only items which society thinks is deviant or vice were taxed such as distilled spirits, alcohol and whiskey. However, this still led to the armed revolt called Whisky Rebellion by a group of South Pennsylvania farmers. Still during the 1790s, the Federal Government imposed direct taxes to owners of houses, slaves and land. However, when Thomas Jefferson was elected to office in 1802, these direct taxes were removed and for the succeeding 10 years, only excise taxes were imposed. The reason for this was because he realized the inverse relationship of tax rates and tax revenue wherein the higher the taxes imposed on the citizens, the slower the economy grows hence the tax revenue declines. A cut in the rate of tax means that income for the family will become higher, expenditures become higher and hence, the economy experiences growth. During the 1812 War, the need for tax revenue resurfaced again hence taxes on the sales of gold, jewelry, watches and silver were imposed. Treasury notes were also issued to raise money. However, in 1817, the Congress revoked these taxes and for the next 40 years, government revenue was based on high customs duties and sale of government or public land . In 1861, when the Civil War erupted, the Revenue Act of 1861 was enacted. This Act restored the previous taxes on personal income. This tax was similar to the modern income tax because it was based on a gradual taxation of withholding tax from its source. A person earning $600 to $10,000 a year paid 3% tax. Persons with income higher than $10,000 paid a higher rate of tax. In 1862, the debt created by the war was rising at a rate of $2 million per day hence there was another need for the government to increase its revenue. Because of this, the Congress passed another tax imposition on items such gunpowder, playing cards, telegrams, iron, pianos, yatchs, drugs, among others. After the Civil War, the need for revenue declined and hence the income tax was abolished and only the excise taxes remained from 1868 to 1913. The War Revenue Act in 1899 was enacted to raise funds for the Spanish-American War. Government revenues, thru this Act, was raised through sales of bonds, tax imposition on recreational facilities, beer and tobacco. However, the Supreme Court realized that the people of America were becoming aware that the high tarrifs and excise taxes were not good to the economic welfare of the nation and that these taxes were usually paid by the less affluent citizens. Hence, there was an agreement that business income instead was imposed tax. By 1913, Congress enacted a new income tax law which imposes 1% to 7% for persons with income above $500,000. These people earning above $500,000 was only 1% of the total United States population . During World War I, the United States needed to increase its revenue again to fund the war. The 1916 Act raised the tax imposition from 1% to 2% and could go as high as 15% for those with income of more than $1. 5 million. By 1917, the government still needs further government revenue to pay for the war, hence the War Revenue Act of 1917 was enacted. Through this Act, exemptions were lowered and tax rates increased that those who earn $40,000 needs to pay 16% tax rate. In 1918, the tax rates were further increased. Those citizens paying 1% had to pay 6%. The highest rate in 1917 was 15% but during 1918, this was increased to 77%. Due to this increase in tax rates, government revenue increased from $761 million during 1916 to $3. 6 billion in 1918. After the war, the government revenue rose and the government decided to cut taxes to 1% bottom rate and 25% top rate . The Great Depression during the late 1920s and early 1930s pushed the government to once again increase the tax rates. The Tax Act of 1932 was enacted and by 1936, the bottom tax rate was at 4% and the top tax rate reached 79%. When the World War II came, another price hike came into place which altered the tax rates. Those with taxable income of less than $500 paid a bottom rate of 23% taxes while those earning taxable income of over a million dollars paid about 94% of taxes . The tax structure in the United States was also heavily altered in that the number of taxpayers increased from 4 million during 1939 to roughly 43 million during the World War II. Throughout all these years of implementing taxation, the government learned a very important lesson which until now is being valued by government officials and economists and has affected the tax laws enacted in the country – the marginal dollar is far more important to the economy compared to the tax rate being used. The Economic Recovery Tax Act of 1981 was implemented with this important lesson in mind. Unlike the previous taxation laws, this Act was intended to focus on marginal tax rates and it also included consumption taxes. However, due to the deep recession experienced by the country in 1982, the government was once again faced with the need to increase tax rates to overcome budget deficits. Following the 1982 recession was an economic boom which lead the country to believe that marginal tax rates are very important for a strong economy. During the Reagan administration, tax rates were further reduced and had a broader base through the Tax Reform Act of 1986. This reduced tax rate from 50% to 28% while business taxes were reduced from 50% to 35% . In 1997, the Taxpayer Relief Actof 1997 was enacted. The significant party of this Act was the Per Child Tax credit which benefited the lower-income families. During the Bush administration in 2001, the government experienced a budget surplus of about $281 billion hence a tax cut was once again conducted . This tax cut included raising the Per Child Tax Credit from $500 to $1,000 per child, as well as increased the Dependent Child Tax Credit. Until now, this tax law is being implemented and is expected to boost economic growth for the country.

Performing a cartwheel requires a certain level of strength, dexterity, and skill. It is seen as a basic tenant of gymnastics, the foundation for more complicated moves. Given the proper training, I think most people could perform a cartwheel. But receiving proper training is not always easy. The technique involved in performing a cartwhe el is not all obvious, so for a first timer it is often necessary to be under some instruction. Even for people who are able to do a cartwheel, being trained by someone more skilled can improve their form. Of course, not every can have a trainer at all times, so often we must depend on the information we can find ourselves to aid our cause. I wanted to look into a variety of ways to do cartwheels, so I found three different learning methods and tested them out. The first method, found on Cheerleading.about.com, was somewhat vague. The sum of the instructional part is, â€Å"stand in a lunge, knee bent slightly, arms up by your ears†¦reach forward with your right arm, kicking your left leg up†¦ the left hand should follow†¦ as it touches the ground, your right let should be off the ground also.† While there were some additional tips, the article concluded by saying the best way was to go to a gym and get professional help. While it seemed simple enough, I wasnâ €™t able to do a cartwheel with this resource’s instructions alone. This article lacked depth, and seemed more of a definition of a cartwheel than an explanation of how to do one. The next article I found on the subject, on the Robbins Sports Blog, was much more helpful. Rather than just explain doing a cartwheel as the limb movements, this article touched on the subtleties that make a cartwheel work. It establishes the lead foot and starting positioning, then tells you to â€Å"put your weight on your back foot and point your toes on your lead food. Rock back on your back leg; then lunge forward into your front foot. The cut off frequency occurs at the point where the phase shift is half its maximum value. The frequency of the Butterworth filters is often flat (they have no ripples). For example: Working as a network administrator or a network security doesnt allow you to access data on a network whenever you want to. Because of the personal ethical believe, use of data should be only and strictly for professional purpose if not there is a breach of code. Is it fair for an IT worker to access a private employee folder or email because it got the user password? People are always arguing over which theory is true, evolution or creationism. The theory of evolution has a lot to do with natural selection. Natural selection is when the individual with the best traits survives, and passes on their good traits to their offspring. This means that if this cycle is carried on long enough, it will result in changes in a population, eventually resulting in a new species. I really had no love for jewelries, so for me, going or not going to that jewelry store, really made no difference at all. Along the line, we ended up at this jewelry store Shade had been talking about. Inside the jewelry store I felt so bored, and gazed into the thin air, like I really had something I took serious notice of; but in reality I was looking through the jewelry and its shelves. At this point I really felt like a soggy cow, forced to the river. Just about ten minutes in this store, my eyes caught sight of this object on the jewelry shelf. About five feet away, it looked so attractive and seemed as pretty as a Mona Lisa painting. Something really made this object outstanding compared to other objects on the shelf. Moving closer, and about a foot away from the jewelry shelf, I could conclude that this glittering object was a watch. From where I stood I could conclude that this watch was manufactured from solid yellow gold bars of about eighteen karat gold and stainless steel. it had about a 40mm case and about a 20mm bracelet. It had this unique feature of having an independent setting for the hour hand, and further featured the date function at the 3 o’clock hour of the face. It also had a crown laid at the 12 o’clock hour, which at that juncture, made me connect with the reality that I was standing in the presence of a brand of an almighty Rolex watch.  Within a split second, one of the sales ladies walked up to me and offered me assistance, but what could she offer me, except for name and the price of the watch, which I immediately asked her for. She let me know the name of the watch was a Rolex Thunderbird, and it would cost me about $800 to purchase it. At that point $800 registered in my brain as two times my monthly rent. All the same the watch still looked to me like it worth more than that amount. Standing close to the door was Shade; she looked like she had been standing there for close to twenty five minutes. I immediately met up with her, and I thought I heard her say she was surprised and thought that I never loved watches. I know I never really loved watches, but there was really something different and special about this watch that could not add up. Shade dropped me of at my apartment and hurriedly left, which was unlike shade that would always like to spend some time with me before leaving. Well for me, that was not a problem, because at the moment, the only immediate problem I had was where on earth I could get $800 to purchase the Rolex watch I saw back there at the jewelry store. As much as I could remember, I never expected Shade to came back to my apartment that night, as I was about to go to bed. But as she came back, this time she came with a birthday gift. Since I knew shade, she had never given me a birthday gift, nor had she ever remembered my birthday. Well on unwrapping the gift, and then opening the black box, there laid a Rolex Thunderbird wrist watch, which was exactly the same wrist watch, I saw at the store much earlier in the day. Nobody had given me a birthday gift in the past 20 years. This was the greatest gift of my life, and which till this day, remains an important piece of my life.

One of the most interesting Sioux artworks showcased by the Denver Art museum is the Sioux headdress. This particular piece, creatively designed, has many coloured feathers that give it an interesting appeal. Ideally, the multi-feathered headdress was supposed to tower high above its wearer. It has a top, supported with a long pole and feathers on one side. The designers of the headdress were keen enough not to mix too many colours, with white feathers attached on a yellow skin, attached to the white pole. This shows the carefulness with which the designers carried out their work. Additionally, it shows how important art was to these people. Evidence of creativity and imagination in this piece is at the top. The headdress has well rounded top with a beautifully coloured lining. Two pieces of skin attached to the top dangles from the top, which would dance whenever the wearer shook his head. A hairy yellow coloured skin supports the feathers on top, making this one of the most creati vely designed Sioux artworks I have seen so

Goodwill is amortized and capitalized according to the prevalent standards whereas fixed assets and goodwill are also under review for impairment under FRS 11.
